BIHAR ECONOMIC SURVEY- CONCEPT OF SEVEN RESOLVES:
NOTE: THE SOURCE OF DISCUSSION IS BASED ON BIHAR ECONOMIC SURVEY AND BUDGET
The vision of state government has been growth with justice. Under 7 resolves of state govt. some of the major area of achievements are Availability of electricityin every house, Piped clean drinking water supply, Ghar tak pakki-gali nali, Toilet in every house, increasing the number of institution of of higher education and economic empowerment of youth by providing financial assistance to youth for higher education and entrepreneurship and women empowerment through 35% reservation for women in govt. jobs.
- State has recently launched an ambitious programme to address issues related to Global warming and climate change called JAL JEEVAN HARIYALI ABHIYAN. This reflects inclusive development process in bihar.
- There is a considerable disparity across the districts with state in terms of socio economic developments as evidents from the various indicators. three most prosperous districts based on Petrol consumption are Patna, muzaffarpur, gopalgang, and three in terms of per capita small savings are Patna, saran, buxar. According to 15th finance commission total shareable pool for state increased from 9.67% to 10.06% from the year 2020-2021.
- In attempt to improve the efficiency in financial management , the state government has introduced COMPREHENSIVE MANAGEMENT SYSTEM on 1st april 2019. It made mandatory for all departments to make all purchases through the GeM portal.
- Bihar has consistently experienced socio economic developments over the last decades, despite the limited avalibility of financial resources. This is evident from the achievements of state in various sectors , both economic and social. The development achieved so far is a result of multiple policy initiatives of the state govt. including increased level of development expenditure.
- The growth of the real GSDP of bihar was 10.5% in 2018-2019. which is higher than the growth rate of the indian economy. the state has managed its finances prudently and has adhere to the resolution of bihar FISCAL RESPONSIBILITY AND BUDGET MANAGEMENT ACT 2006.
- Despite the limitation in improving revenue generation from own source , the state could generate substantial revenue surplus during the last decade which provided some useful fiscal sphere for public investment.
