PART-1
BIHAR ECONOMIC SURVEY- CONCEPT OF AGRICULTURAL STATUS IN STATE:
NOTE: THE SOURCE OF DISCUSSION IS BASED ON BIHAR ECONOMIC SURVEY AND BUDGET:
"Agriculture is the most healthful, most useful and most noble employment of men"----GEORGE WASHINGTON.
Agriculture is the mainstay of economies such as bihar, underpinning their food security, employment, and rural development. It supports the livelihoods of more than three-fourth of the population. Besides generating employment, it also provides raw materials to industries, augments the food supply, and assists the poverty alleviation. despite the constraints of finite land resource, fragmented land holdings, and erratic rainfall, the production performance of crops and horticulture has been encouraging. The relative share of agriculture in the state GDP declined from 38.5% in 2000-01 to19.7% in 2017-18 due to increase in the share of Tertiary sector, however, its continued importance lies in the fact that more than 70% of the population is engaged in agricultural operations. Achieving high and sustained growth in agricultural sector, it is crucial to create both ON-FARM and OFF- FORM employment opportunities and improving income, particularly for the poor.
Ganga divides bihar into two parts - NORTHERN BIHAR densely populated, mostly involved in agricultural activities, recieves its water from himalayan rivers and most flood prone. While SOUTHERN BIHAR is mostly draught prone, and relies on rivers from central india. Based on rainfall, temperature, soil and terrain, the state is divided into three agro- climate zone,NORTH- EAST ALLUVIAL PLANE, NORTH- WEST ALLUVIAL PLAN, SOUTH BIHAR ALLUVIAL PALN, and first two recieves higher rainfall compared to third. As land lock state, bihar has around 8.6% population of india, while its agricultural land is only 3.8% of india.
