Now here we discuss the role of the social sector and impediment in the social sector which restrain the eradication of poverty.
social sector and poverty shares relation as it largely comprises of these BPL and also that segments of the population which is outside the mainstream of the development, which consists of the underprivileged, always at the receiving end, poor, backward classes and scheduled casts/ tribes. it will also segmented with landless small and marginal farmers who are engaged in routine work in the informal sectors, living virtually on a daily wage basis. They are the most vulnerable section prone to exploitation, domination and do not have any voice or can also be known as "hushed sufferers" or "mere spectator" to their pitiable and pathetic condition.

NOW QUESTION ARISING THAT HOW DOES GOVT. TRY TO TACKLE SUCH SITUATION?

From time to time govt. runs schemes to cover and curb such problems, for this govt. classify it as three major categories.

  • Broad targeting- Under broad targeting strategies the govt. undertakes ambitious programs with subprograms for overall and comprehensive developments of the country. Examples of the broad targeting are - MGNREGA, Indra Aawas Yojana, Sarva Shiksha Abhiyan, sanitation campaign, ICDS, NRHM, NUHM, Rajiv Gandhi drinking water scheme. JLnehru national urban renewable mission.
  • Narrow targeting- under this strategies, a sharp eye put on broad targeting through a fine mechanism such as- wage employment scheme primarily through MGNREGA, self-employment scheme primarily through Swarn Jayanti Gramin Sah Rozgar Yojana in rural areas, food security primarily through TPDS, AAY, Annapurna scheme for senior citizen.
  • Social security targeting- govt. provides social security through its various scheme such as- Aayushman Bharat, national nutrition mission, Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Shram yogi Maan Dhan yojana, SHREYAS scheme 2019, pm Kishan Samman Nidhi, national rural swaraj campaign, PM Matri Vandana Yojana, integrated scheme on school education.   etc....

 WHY HAS THE SURFEIT OF GOVT. SCHEMES NOT YIELDING FRUITFUL RESULTS?


  • The govt. is well equipped with fair designed schemes. the question is not about intention but that of implementation of these schemes. there was not a proper identification of the targeted beneficiaries.
  • there is also a lack of awareness of these schemes amongst the masses, given their illiteracy and ignorance.
  • there is also an absence of any monitoring mechanism for the efficacy of such schemes or to know the end result. the focus is on increased outlays and new schemes but there is no mechanism of tracking down the outcome.
  • There is a need to bring in an independent "social audit" of these schemes not for fixing accountability but for plugging leakages, improving delivery so as to make the schemes effective and true to their intention for the overall benefit of the social sector. 
  • It may be better to implement these programs through NGOs after a strict screening process and also with proper checks and balances in place.
