RECURRING POVERTY AND STATUS OF SOCIAL SECTOR

Here we discuss the status of these schemes in common people, and how much they know about these schemes, how do they respond to it, and many more because we know that our population combination of skill and unskilled labor, literate and illiterate masses, some has analyzing capability but some have not, and more importantly someone is a combination of literate but not having analyzing capacity may try to explain the problem, which actually differs from their original meaning and this became misleading to masses as a whole, such type of persons are amply available in the village as well as urban areas which are a nuisance to the society.
The aspect of the changing orientation from schemes to the people in the villages could be a better strategy and it also leads to convergence of all the schemes. this could be done by following the "cluster approach" which is implementing all the schemes starting from the most backward villages, grouped together as a cluster, and the schemes to be implemented and ensuring their sustainability by transferring the onus of further development to the villages and moving to another cluster.
It is a must acknowledge, it would be the responsibility of the respective govt. to monitor the efficient functioning of the cluster villages, in need of that are assisted through the schemes. this would provide for the better delivery of the schemes, to the whole by providing proper monitoring and also for the sustainability of the efforts and will lead to the fundamental changes as the needs of the villages would get assessed first and not the other way around.
The govt. has to keep in mind that it is not the resources which matter but in their efficient spending, technology enabled monitoring, mechanisms and being on reorienting and successfully delivering and addressing the needs of the social sector.
